Overview
PPL will provide Consultation Services for the Community First Services and Supports (CFSS) program. Consultation services is a new support service that will assist all participants (or the participant’s representative or family member as appropriate) in making informed choices about CFSS.
PPL will give support to participants by providing instruction on: CFSS, the two service delivery models, self-directing skills, guidance in becoming a participant-employer, assistance with developing the required service-delivery plan through a person-centered planning process and reviewing or approving the person-centered plan. This support provides guidance to the participant in the routine evaluation of service outcomes and addressing quality improvement issues.
There are three core components to consultation services:
- Service Set-up and Annual CFSS Orientation
- On-going Consultation and Skills Development
- Quality Assurance

Unlike CSG, CFSS includes additional health-related services and gives participants the option to hire their own staff while still maintaining the ability to manage their personalized budget for care. This allows for a smoother, more comprehensive approach to meeting individual needs.
Service coordinators assist CFSS participants with setting up services, creating care plans, and ensuring that all needs are met. They help guide participants through the process of accessing and managing their supports.
