PPL Expands Work in California with New Contract Win

We are proud to announce that PPL has been selected by the California Department of Health Care Services (DHCS) to administer their new Activity Funds Initiative for children throughout their foster care system. California provides foster care services to approximately 43,000 children annually and the Activity Funds Initiative will allow those with behavioral health support needs the opportunity to engage in extracurricular activities doing the fun things all kids should have a chance to do, like sports, creative arts, or making music. Developing positive relationships with adult role models through activities that inherently build self-confidence, esteem and resiliency all contribute to positive long-term outcomes for the foster child in better academic achievement and securing meaningful employment.
PPL will be assisting foster care families in identifying activity providers, processing payments for the activities and purchasing necessary items to participate. We are working closely with DHCS to formal processes and policies for this new model of prevention in support of California’s broader BH-CONNECT initiative designed to increase access to and strengthen the continuum of community-based behavioral health services for Medi-Cal members living with significant behavioral health needs.
The Activity Funds Initiative will roll out in the Spring of 2026 and PPL has adopted the mantra DHCS began – let’s get these ballerinas their slippers!
