NY Daily News: Opinion | N.Y. CDPAP change has been a big success
By PPL on May 18, 2026
In an op-ed for the New York Daily News, PPL’s Chief Growth Officer Bonnie Vaughn looks back on one year since the historic transition of New York’s Consumer Directed Personal Assistance Program (CDPAP) to PPL as the statewide fiscal intermediary. She highlights progress that’s been made across consumer and caregiver satisfaction — averaging 4.31 out of 5 based on feedback from nearly 95,000 respondents — as well as improvements in program integrity and service consistency. Looking ahead, the state is projected to save more than $1 billion in taxpayer funds as a result of reforms bringing greater accountability, transparency, and standardization to the program.
