NY Daily News: Opinion | CDPAP is protecting care and taxpayers
By PPL on November 23, 2025
In a recent New York Daily News op-ed, PPL CEO Miki Kapoor explains how New York’s Consumer Directed Personal Assistance Program (CDPAP) has undergone a much-needed transformation, safeguarding families’ quality of care while protecting taxpayer dollars. Under the old CDPAP, more than 600 fiscal intermediaries operated with inconsistent oversight and skyrocketing costs, straining Medicaid resources. Now, with PPL serving as the state’s single fiscal intermediary, administrative fees have been reduced by 93%, saving hundreds of millions annually while improving accountability, consistency, and access to care. Through advanced technology, stronger oversight, and a steadfast commitment to each New Yorker in the program, PPL is restoring integrity to CDPAP and ensuring that every dollar goes towards those who rely on this vital program.
