In a new Empire Report op‑ed, PPL CEO Miki Kapoor reflects on New York’s transition to a single statewide fiscal intermediary and explains how consistent oversight has made the Consumer Directed Personal Assistance Program (CDPAP) stronger and more sustainable. After years of fragmented management with more than 600 fiscal intermediaries scattered across the state, PPL’s centralized approach has created essential safeguards that did not exist under the prior system. New tools, including unique personal assistant identifiers, electronic visit verification, and comprehensive rule validation, now make it possible to identify unsustainable work hours, prevent risky practices, and maintain the integrity of the program at scale. These systems not only protect public dollars but also strengthen CDPAP for the many thousands of New Yorkers who rely on it to receive high‑quality care.
