Facilitator Terminated in March 2026 by PPL, Under Investigation for the Alleged Attempt to Sell CDPAP Consumer Data

Latham, NY — Public Partnerships, the single statewide fiscal intermediary for New York’s Consumer Directed Personal Assistance Program (CDPAP), confirmed today that it received a report alleging that a former network facilitator illegally attempted to sell consumer data to another facilitator.
On June 8, 2026, Public Partnerships became aware of an allegation that a former facilitator, previously terminated for non-compliance with the program integrity requirements, may have offered to sell access to consumer information to another of Public Partnerships’ contracted New York CDPAP facilitators. The other facilitator refused the offer and alerted Public Partnerships.
Upon learning this, Public Partnerships immediately contacted the Department of Health, which has referred the matter to the Office of the New York Attorney General for investigation and enforcement. Public Partnerships also contacted the former vendor, notified it of the allegation, and emphasized that offering to sell CDPAP data is unlawful and a breach of their ongoing contractual obligation. Public Partnerships instructed the former vendor, a legacy FI, to delete all CDPAP data in its possession.
To guard against any possible future misconduct, Public Partnerships promptly reminded all remaining facilitators that it is unlawful and a material breach of their contractual duties to either offer to sell or offer to purchase any data related to the CDPAP program. Public Partnerships also reminded the remaining facilitators that CDPAP related information in their possession is confidential, protected under federal and state law, and by law must only be used for the purposes authorized under their agreement with Public Partnerships.
Public Partnerships has initiated the process to notify all CDPAP consumers who worked with the former facilitator.
At this time, to the best of Public Partnerships’ knowledge, the information that may have been impacted includes name, address, date of birth, Medicaid ID number, PPL ID number, and enrollment in New York Medicaid. Protecting consumer information and maintaining transparency with consumers, caregivers, and state partners is a priority for Public Partnerships and central to the company’s responsibilities as the statewide fiscal intermediary.
Although Public Partnerships’ investigation has to date found no evidence that any data was transmitted or sold, Public Partnerships is offering potentially impacted consumers complimentary identity protection and credit monitoring services at no cost. These consumers will receive separate notifications with instructions on how to enroll, including a dedicated number staffed by Experian’s customer care team: 877-890-9332. Consumers should report any suspicious activity to their healthcare provider, health insurer, or financial institution and to Public Partnerships.
