Time4Care™ Mobile Application Privacy Policy
Introduction
Public Partnerships LLC (“PPL”) respects the privacy of your personal information. This Privacy Policy describes the types of personal information that PPL collects through the Time4Care™ mobile application (“the App”), how we use and share that information, how long we retain it, and your rights with respect to it.
The App is a mobile timekeeping solution used by Medicaid members who receive home care through a self-directed Medicaid program, as well as by their caregivers and their representatives (“users.”) Because the App is used in connection with Medicaid-funded programs, our data collection and retention practices are governed by federal and state law and by our program contracts.
User Agreement
By downloading, accessing, or using the App, you accept this Privacy Policy.
PPL may change this Privacy Policy from time to time. If we do, we will make the new version available and will change the “Last Updated” date at the bottom. Your continued use of the App after a change means that you accept the new policy.
Scope
This Privacy Policy applies only to information collected through the App. It does not apply to:
- The PPL public website (pplfirst.com) and other PPL-operated websites or portals;
- Third-party websites or services to which the App may link; or
- Any other PPL service or product not expressly identified above.
Information We Collect
PPL collects and processes the following categories of personal information through the App:

Geolocation data: precise location of the device at clock-in and clock-out (where enabled by program requirements or user permission)

In some programs, users may be minors under the age of 18. PPL collects and processes personal information from minors only as required by law and program rules. All personal information collected from minor users is subject to the same protections described in this Privacy Policy.
Certain information collected through the App, including health-related data, government-issued identifiers, and precise geolocation, is treated as sensitive personal information. PPL uses and discloses sensitive personal information only as needed to administer the self-direction program in which you are enrolled and to fulfill PPL’s legal and contractual obligations, and for no other purpose.
All personal information is collected directly from the user through the App or, in the case of geolocation data, from the user’s device with appropriate permission.
Data Retention and Deletion
PPL keeps the personal information collected through the App in accordance with laws and the requirements of its contracts. This means, most commonly, that PPL keeps personal information for 7 years after a program has ended (which means that the contract has ended and all related audits are completed). In some cases, if there is ongoing litigation, PPL may keep personal data longer than that, until the litigation is completed.
Security
PPL uses reasonable administrative, technical, and physical safeguards designed to protect personal information collected through the App from unauthorized access, use, or disclosure.
To protect your account, you must keep your user name and password confidential. If you believe that someone has obtained or used your user name or password without permission, please contact PPL immediately at privacy@pplfirst.com or by calling PPL customer service. Your Data Rights
You have certain rights with respect to your personal information, including the following:
- Right to Know: The right to request information about the categories and specific pieces of personal information PPL has collected about you, the purposes for which it is used, and the categories of third parties with whom it is shared;
- Right to Request Deletion: The right to request deletion of your personal information, subject to exceptions required by law, regulation, or contract (including Medicaid program requirements and audit obligations);
- Right to Request Opt-Out: The right to request to opt out of certain data processing activities, subject to exceptions required by law or program rules (including Medicaid program requirements and audit obligations).
- Right to Request Correction: The right to request correction of inaccurate personal information PPL holds about you;
- Right to Non-Discrimination: The right not to receive discriminatory treatment for exercising any of the rights described in this section; and
- Right to Appeal: The right to appeal the denial of any of the above rights.
PPL will not always be able to grant your request to delete, opt out or correct your data. For example, PPL may not be able to delete your data because of the requirements of our client contracts, because we need to maintain essential business records, or because we are required to retain the data by law. If we cannot fully honor your request, we will let you know why.
Before we respond to your request, we may need to confirm your identity. We will respond within 45 days of receiving your request.
