PASSPORT Waiver – Self-Directed Services

IMPORTANT PROGRAM NOTICES

You may have heard that Ohio has issued a Statewide New Provider Moratorium. This means Ohio Medicaid is not adding any new providers, including waiver service agencies.

However, you can still hire new self-directed caregivers. Caregivers must be enrolled with PPL or Medicaid to be hired.

To qualify as a potential caregiver, a person must be either:

  1. Enrolled with Ohio Medicaid and eligible to render the applicable self-directed service: personal care aide, home care attendant, waiver nurse or Choices home care attendant or
  2. Eligible to render self-directed services through Public Partnerships Limited (PPL).

Existing Ohio Medicaid providers can be hired as self-directed caregivers, even if they are not currently employed in self-direction. Ohio Medicaid providers can also add new services to their agreements.

Once you identify a new caregiver, please ask your care manager to send a referral to PPL. They will verify the caregiver is enrolled and eligible for hire. Please talk to your care manager if you need to hire a new caregiver or to explore options to ensure your service needs can be met.

This program helps people with conditions related to aging who have difficulty with three or more of the following: taking care of themselves, understanding and expressing themselves using words, learning, decision-making, being able to live without help, and moving around.
