Pennsylvania Office of Developmental Programs (ODP)
With ODP, families of children and adults with disabilities can:
- Choose who provides your support
- Control other aspects of your care
- Hire a friend, family member, or other person of your choosing
- Become the employer of your worker
What is the PA ODP? In Pennsylvania ODP, self-direction gives you more control over who supports you at home.
PPL helps with enrollment steps, payroll, and paperwork.
Stay at home with services that fit your life

What will PPL do for you?
PPL is the current Vendor Fiscal/Employer Agent (VF/EA) and Financial Management Services(FMS) provider for Pennsylvania’s self-directed programs. Through self-direction, individuals and families can hire and manage their own caregivers, set schedules that work for them, and maintain choice and control over how services are delivered, with administrative support from PPL.
Our role is to support individuals and families participating in self-directed services by helping with employer responsibilities, paperwork, and payments—so you can focus on care and services.
