Pennsylvania Office of Long Term Living (OLTL)

What is the PA OLTL Program? The Pennsylvania Office of Long Term Living (OLTL) program assists elderly people and adults with disabilities through the Attendant Care Act 150 program and these two Medicaid waivers:
- OBRA Waiver
- Act 150 Program

What will PPL do for you?
PPL is the current Vendor Fiscal/Employer Agent (VF/EA) for Pennsylvania’s Office of Long-Term Living (OLTL). Through self-direction, individuals and families can hire and manage their own caregivers, set schedules that work for them, and maintain choice and control over how services are delivered, with administrative support from PPL.
Our role is to support individuals and families participating in self-directed services by helping with employer responsibilities, paperwork, and payments—so you can focus on care and services.
