Dear CO CDASS Members and Attendants:

You will not be able to use our BetterOnline and Time4Care systems beginning the afternoon of August 16, 2025. We are doing maintenance on our systems that day. The timeframe for our maintenance is Saturday, August 16, 2025, 1:30pm – 9:30pm Eastern Time (11:30am – 7:30pm Mountain Time).
You can still use the Time4Care mobile app in offline mode while the systems are off. You should use it to clock in and out for your shifts.

WHAT’S NEW

  • PPL selected as an FMS in the CDASS Program. We have been selected once again to support the Colorado Consumer-Directed Attendant Support Services (CDASS) program! Check out our press release.
  • If you’re currently enrolled with PPL, you can stay enrolled with us. If you aren’t enrolled with PPL and are interested in enrolling with us, you can submit FMS Open Enrollment paperwork to your case manager by June 1, 2024. 
  • Colorado now recognizes Direct Care Worker Appreciation Week during the first full week of April. Thank you to all of Colorado’s direct care workers!
  • Community First Choice (CFC), also known as 1915(k), is an optional Medicaid program that allows states to offer select home and community based attendant services and supports to eligible members on the State Plan, expanding these long-term care services to more Health First Colorado (Colorado’s Medicaid Program) members.
  • Promoting self-direction, relocation out of institutions, and person-centered practices are significant goals of CFC. Members will have the option to self-direct their attendant care services or to receive services through an agency. CFC gives members access to service delivery models that allow them to control their own budget, select and dismiss their attendants, and provide training for the people who provide their care. By expanding these options, members will experience greater choice and control over how they receive services.

Overview

CDASS is a service delivery option that helps people with brain injuries, mental health issues, physical disabilities, spinal cord injuries and aging direct their care and attendant services. This program is for adults and children who are eligible for Health First Colorado (Medicaid) benefits and meet the institutional level of care. What is institutional level of care? It just means that you require services in your home to prevent long-term care placement in a nursing home, hospital, or intermediate care facility. If you qualify, you will be able to: 

Participants can 

Work with your case manager to develop a care plan that meets your needs and goals and to change your plan if your needs change.

Decide how much to pay for services, and negotiate with caregivers (within your budget).

Find, hire, manage, and dismiss your caregivers.

Use BetterOnline to monitor your caregiver’s hours and spending.

Use BetterOnline and Time4Care to review, approve, and submit your caregiver’s timesheets.

Services include

Payroll – We process payroll for your caregiver using money from your budget.

Employment tax requirements – We handle all employment-related taxes for you, including federal, state, local, and unemployment.

Monthly budget managementWe help you keep your spending on track. 

Enrollment support – We help you and your caregiver with enrollment and training through your enrollment specialist.

Customer service – Our friendly and professional customer service agents are available five days a week to help you with any questions.

Service reports – With our reports you’ll always have a clear picture of the services you’ve received. 

Employer of Record – We help participants, or their chosen employer of record, establish employer status.

PPL also offers a telephone reporting option for attendants to clock-in and clock-out of their shifts. In order to use the telephone reporting option, the member’s telephone number must be registered with Customer Service.
