Meet the PPL Behind the Mission

An Interview with Jill R., Operations Integration Manager – NY

What first connected you to the mission behind self-direction?

My nana was diagnosed with cancer while I was running a hospital and only able to work from home one day a week. Our family tried creating schedules to support her care, but it became difficult because everyone still had to work. At the time, our only option was to go with a PCA (Personal Care Assistant) service, and unfortunately, it wasn’t a good experience. She wasn’t getting the care, compassion, or attention she truly needed. I would come home from work and find she hadn’t showered, wasn’t getting her medications consistently, and sometimes hadn’t even eaten.

We went through more than six aides before eventually turning to private-pay in-home care. That experience changed everything for me. When CDPAP came along, I knew immediately how impactful it could be for families going through situations like ours. I joined a company focused on growing and building the program, and I’ve been involved ever since. 

What has kept you passionate about this work over the years?

I’ve been part of this program since 2012 and have worked across operations, marketing, payroll, billing, and just about everything in between, while running a Fiscal Intermediary (FI) operationally. Over the years, I’ve seen firsthand the incredible impact this program has had on families and communities.  

CDPAP keeps people in their homes, surrounded by the people who love them, instead of forcing them into facilities when they would rather remain independent. That means a lot to me personally. It gives people dignity, comfort, and a better quality of life. CDPAP will always hold a special place in my heart because I know how deeply families need this kind of support.

What’s been the most rewarding part of your journey?

Relationships. Running an FI allowed me to meet so many people—participants, families, case managers, and other FI partners.

I also loved building partnerships within the community and helping connect people with resources that improved their everyday lives. It’s meaningful work because you know you’re helping people live better and stay connected to those who matter most to them. 

What brought you to PPL?

I found PPL after the FI I was running closed. Because of the work I had done and the years I had spent supporting this program, I was encouraged to apply for a position so I could continue doing what I love. That opportunity allowed me to keep supporting families and contribute to a program I truly believe in.
